社会治理视域下城乡社区教育服务均等化研究

Research on the Equalization of Educational Services in Urban and Rural Communities from the Perspective of Social Governance

在推进基层社会治理的目标指引下,城乡社区教育服务均等化是改进农村教育服务质量,提高农民职业技能水平,提升基层社会治理能力的必然要求。受到政策和经济的影响,城乡社区教育发展的差异性较大,农村社区教育基础建设滞后,社区教育服务职能乏力,农民社区教育权利缺乏保障,社区教育意识提升受限。持续加大农村社区教育服务的财政支持力度,逐渐完善多元主体的社会参与机制,不断提高农民自身的社区教育意识,构建农村终身教育体系,畅通需求表达渠道,是改善农村社区教育服务,应对城乡社区教育服务非均等化的必要措施。

Under the guidance of the goal of advancing grassroots social governance,the equalization of education services in urban and rural communities is an inevitable requirement for improving the quality of rural education services,improving farmers′professional skills,and enhancing grassroots social governance capabilities.Affected by policies and the economy,the inequality and difference in the development of education in urban and rural communities are also large,rural community education infrastructure is lagging behind,education service functions are weak,and farmers'community education rights are not guaranteed,community education awareness is limited.Continue to increase financial support for rural community education services,gradually improve the social participation mechanism for rural community education services,continuously improve farmers'own community education awareness,build a rural lifelong education system,and unblock demand expression channels.These are necessary measures and responds to urban and rural community education services for equalization to improve rural community education services.
