绿色技术溢出对“一带一路”沿线国家与地区在全球价值链攀升的影响

The Impact of Green Technology Spillovers on the Rising Status of Countries and Regions Along the“Belt and Road”in Global Value Chains

对43个"一带一路"沿线国家和地区的实证分析表明,与中国进行经贸往来、投资合作中的绿色技术溢出对东道国全球价值链的攀升具有显著的促进作用,但这种溢出效应发挥要以人力资本、交通基础设施、制度质量等相关支撑性条件的满足为前提。从绿色技术溢出三种不同渠道的比较来看,中国OFDI在绿色技术溢出中的作用越来越突出。对于"一带一路"沿线国家和地区来说,在参与"一带一路"建设、承接来自中国绿色技术溢出、推动全球价值链位置提升的过程中,在交通基础设施等方面有较大的改善空间。

The empirical results of 43 countries along the Belt and Road show that the spillover effect of green technology in economic and trade exchanges and investment cooperation with China has a significant role in promoting the growth of the host country’s global value chain.However,this spillover effect must be based on the satisfaction of relevant supporting conditions such as human capital,transportation infrastructure,and institutional quality.From the comparison of the three different channels of green technology spillover,China's OFDI is playing an increasingly prominent role in green technology spillover.For countries along the Belt and Road,there is still a lot of room for improvement in terms of institutional quality and transportation infrastructure in the process of participating in the construction of the“Belt and Road”,undertaking the spillover of green technology from China,and promoting the promotion of the global value chain position.
