社区规划师制度模式研究与实践初探——以上海市虹口区四川北路街道社区规划师为例

Exploration on the Research and Practice of Community Planner System Model——A Case of the Community Planner of North Sichuan Road,Hongkou District,Shanghai

随着我国经济体制转型以及倡导市民社会的呼声愈发高涨,城市更新大环境下我国的社区规划师制度应运而生。本文在分析社区规划师制度概念和国内外制度发展的基础上,研究制定了虹口区社会规划师制度,并被政府部门付诸实施。本文结合笔者在上海市虹口区四川北路担任社区规划师所做的一系列实践,提出现阶段我国社区规划师的沟通纽带作用,即作为纽带连接政府、公众及多利益主体,并力所能及地推动街道和社区建设发展,进而推动我国社区规划师制度的完善。

With the transformation of our country’s economic system and the increasing calls for the advocacy of civil society,our country’s community planner system has emerged in the context of urban renewal.Based on the analysis of the concept of the community planner system and the development of domestic and foreign systems,this paper studies and formulates the planner system of Hongkou District,which is implemented by the government department.It combines a series of practices carried out by the author as a community planner in North Sichuan Road,Hongkou District,Shanghai.Then it further promotes the role of the community planner in our country currently,that is,the role of communication link between the government,the public and multi-stakeholders.They can also promote the development of streets and communities within their ability,thereby promoting the improvement of China’s community planner system.
