摘要
城市建设需要总规、区规、控规等法定规划,分级别指导与管控.宏观层面的海绵城市专项规划已开始编制,但控制性详细规划(简称控规)层面的研究与实践仍旧较少,不利于推进海绵城市在建设中的落实.如何将总规层面的专项规划与中观层面的控规相衔接,确保海绵城市落地是目前应当关注的问题.本文结合某科技城区块规划项目,首先指明控规层面海绵城市建设与实施的任务是对控制指标的分解;然后分析给出了按地块分解专项规划确定的控制目标和指标的分解策略,参照有关文献构建了控规层面的管控指标体系并确定了管控方法;最后为确保海绵城市的落地,提出了同时设计、同时施工、同时验收的“三同时”管控体系,使得海绵城市的规划管控更加规范化,可为类似海绵城市的控规提供指导.
Cities needs constructing in the light of statutory planning coveringa general program,district planning and control planning under the guidance and control at different levels.The special planning of a sponge city at the macro level has been compiled,but there is still little research and practice at the level of detailed control planning(shortened as control regulation),which is not conducive to the implementation of a sponge city under way.At present,close attention should be paid to the problem as to how to connect the special planning at the general program level with the control planning at the middle level to ensure the sponge city’s landing.Combined with the planning project of a science and technology city block,the paper firstly holds that the major task of sponge city construction and implementation at the level of control and regulation is to decompose the control indicators.It then analyzes and offers the decomposition strategy of control objectives and indicators determined by the special planning of land parcel decomposition,constructs the control index system at the level of control regulation and determines the control method by referring to the relevant literature.Finally,in order to ensure the landing of a sponge city,the“three simultaneous”control system including simultaneous design,simultaneous construction and simultaneous acceptance is proposed to make the planning and control of a sponge city more standardized,thus providing guidance for similar control regulations of a sponge city.
