摘要
江西丰城电厂施工平台坍塌特别重大事故给人民生命财产造成了巨大损失,分析并理解该类复杂事故发生机理是认识和防范此类重大事故发生的关键。为此,本文以江西丰城电厂施工平台坍塌重大事故为案例,基于网络理论方法改进的能量转移模型揭示该坍塌事故发生的演化过程和理解事故中风险事件的多重影响关系。案例分析表明:多层致险因素导致了风险事件发生,且呈现复杂连接关系;进而传导至物理实体,在发生危险能量转移的同时能量约束体系失效,是该复杂事故发生并演化的过程机理。期望本案例分析能为重大工程建设安全管理、事故防范提供借鉴和参考。
The collapse of construction platform of the Fengcheng Power Plant in Jiangxi province has caused great loss to people’s lives and property.Analyzing and explaining the mechanisms of such complex accidents is the key to understand and prevent similar accidents.Taking the construction platform collapse accident of Fengcheng Power Plant as a case,an energy transfer model improved on the basis of network theory method is applied in this paper.Then the evolution process of the collapse accident is revealed;and the multiple influence relations of involved risk events are analyzed.Through the case study,the process mechanism of the occurrence and evolution of this complex accident is summarized.Risk events are caused by multiple risk factors and connected in a complex way.The effects are then transmitted to the physical entity.When dangerous energy transfer occurs,energy constraint system fails.It is expected that this case study can provide reference for the safety management and accident prevention of major engineering construction projects.
