印度煤矿安全生产分析及对我国的启示

Analysis of India coal mine safety and enlightenment to China

中国和印度均为世界煤炭资源、煤炭生产和煤炭消费大国,印度煤矿安全生产水平长期好于我国。以近10年煤矿安全数据为对象,研究了印度煤矿安全特点并与我国进行了对比,结果表明:印度煤矿生产安全业绩具有较强的持续性和稳定性,其煤矿安全生产水平较高与国有化和产能集中度高、露天矿开采比例大、安全培训实效化与安全监管法制化等因素密切相关,并据此提出了优化我国煤矿安全生产水平的政策性建议。

China and India are both major countries in coal resources,production and consumption,but the safety level of coal mines in India has been higher than that in China for a long time along with a strong sustainability and stability.A comparative research of coal mine safety between the two countries nearly a decade has been made,the results showed that the high level of safety situation of India for many years was closely related to the nationalization of coal mine enterprises,the high concentration of production capacity,the large proportion of opencast mines,the effective safety training,legalization of safety supervision and other factors.The corresponding suggestions were put forward to improve the level of coal mine safety production in China.
