某市县级公立医院运行效率的Malmquist指数评价

Evaluation of Malmquist Index for the Operational Efficiency of a City and County-level Public Hospital

目的在国家大力推行县级公立医院综合改革制度的背景下,为测量与评价县级公立医院的整体运行效率。方法该文选取福建省某市17家县级公立医院2012—2017年面板数据,利用数据包络分析的Malmquist指数分析6年间各医院运行效率变化状况。结果某市县级公立医院整体运行效率呈波动变化,运行效率受技术水平的负向影响,但技术效率和技术规模均处于上升阶段。结论某市应着力于提升县级公立医院的综合实力,积极推动技术进步,适当扩张医院规模,加强交流实现合作共赢。

Objective To measure and evaluate the overall operating efficiency of county-level public hospitals under the background of the country's vigorous promotion of the comprehensive reform system of county-level public hospitals.Methods This paper selected the panel data of 17 county-level public hospitals in a city in Fujian Province from 2012 to 2017,and used the Malmquist index of data envelopment analysis to analyze the changes in the operating efficiency of the hospitals over the past six years.Results The overall operating efficiency of a city and county-level public hospital fluctuated.The operating efficiency was negatively affected by the technical level,but the technical efficiency and technical scale were both on the rise.Conclusion A city should focus on improving the comprehensive strength of county-level public hospitals,actively promote technological progress,appropriately expand the scale of hospitals,and strengthen exchanges to achieve win-win cooperation.
