区域间人力资源共享的机制构建与路径实现 被引量:1

摘要 人力资源是实现区域经济社会可持续发展的关键资源要素,人力资源供给的区域间协调对于协调区域发展差异具有积极意义.研究基于微观人力资源共享服务的相关理论,提出从区域间人力资源共享的视角来分析区域间的协调发展问题,并据此提出区域间人力资源共享的基本概念、机制与主要实现路径.研究认为区域间人力资源共享需要建立相应的要素组成机制及运行机制,通过关注动机激励、心理适应、信息协调和价值评价与分配机制,激发共享人力资源主体共享其知识与劳动能力的动机,并借助共享区域的资源与环境支持,促进共享人力资源主体的心理适应与共享行为实施. Human resource management has always been regarded as the key factor of resources in the realization of the sustainable development of regional economic society.The inter-regional coordination of human resource supply has positive significance for the coordination of regional development.This paper analyzes the problems of regional coordination from the perspective of inter-regional human resources sharing,and then puts forward the basic concepts and mechanisms of inter-regional human resource sharing and the paths to realize sharing based on the theories about human resource sharing service.In this paper,the research suggests that inter-regional human resource sharing needs corresponding mechanisms for elements composition and distribution,and should focus on incentive mechanism,adaption mechanism,information coordination mechanism and value evaluation and distribution mechanisms.What’s more,with the support of resources and environment in the Shared area,the psychological adaptation and sharing behavior implementation of the subjects of Shared human resources can be promoted.
