特色小镇建设中的战略目标分析——基于扎根理论的政策文本分析

Analysis of the Strategic Objectives in the Construction of Characteristic Towns--Policy Text Analysis Based on Grounded Theory

本文通过质性分析方法扎根理论,对我国特色小镇建设进行了质性分析与研究,通过对中央及省级政府发布的特色小镇相关文件进行政策文本分析,借助Nvivo12软件提炼出在特色小镇建设中居于核心地位的三要素——战略目标、发展要求、保障措施。在特色小镇建设过程中地方政府将精力集中在保障措施和发展要求上,对战略目标的关注度较低。通过对战略目标的分析,指出战略目标关注度较低会带来的消极影响,并分析产生区域差异的原因,在此基础上本文提出了政策建议。

Based on the theory of qualitative analysis method,this paper makes a qualitative analysis and Research on the construction of Characteristic Towns in China.Through the policy text analysis of the relevant documents of characteristic towns issued by the central and provincial governments,with the help of nvivo12 software,this paper extracts the three key elements in the construction of Characteristic Towns:strategic objectives,development requirements and safeguard measures.In the process of characteristic town construction,local governments focus on safeguard measures and development requirements,and pay less attention to strategic objectives.Through the analysis of the strategic objectives,this paper points out the negative impact of the low attention of the strategic objectives,and analyzes the reasons for the regional differences.On this basis,this paper puts forward some policy suggestions.
