百年来中国共产党贫困治理的历程、经验与启示

The Course,Experience and Enlightenment of the Communist Party of China’s Poverty Control in the Past Century

贫困问题是人类社会面临的共同问题。中国共产党自成立之日起就把消灭剥削、消除贫困、实现共同富裕作为历史使命和奋斗目标。中国共产党贫困治理历程可以分为四个时期:萌芽时期、形成与发展时期、深化与拓展时期和创新时期。依据不同历史时期政治路线、中心任务及客观形势的变化,中国共产党有针对性地采取发挥制度优势、强化以人为本、扩大治贫视野、适时调整贫困标准与贫困治理目标、积极探索政府主导与多方参与综合减贫等多种经验做法,取得了举世瞩目的成绩。后脱贫时代,应更多地关注精神贫困问题、解决相对贫困问题、重视多维贫困问题、防止脱贫后返贫问题,以彻底解决困扰中华民族几千年来的贫困问题。

Poverty is a global problem faced by human society.Since its establishment,the Communist Party of China has regarded the elimination of exploitation,poverty eradication and common prosperity as the goal and historical mission in its centennial growth.According to the changes of the political line,central task and objective situation of the Communist Party of China in different historical periods,the CPC has made remarkable achievements by improving ideological understanding,strengthening people-oriented idea,expanding poverty vision,timely adjusting poverty standards and poverty governance objectives,and actively exploring government-led and multi-party participation in comprehensive poverty reduction.Combing the 100-year course of poverty governance with Chinese characteristics,through paying attention to spiritual poverty,coping with relative poverty,paying attention to multi-dimensional poverty,and solving the problem of returning to poverty after poverty alleviation,we can find a way out for thoroughly solving the poverty problem that has plagued the Chinese nation for thousands of years.
