村社主导:资本下乡推动农村产业振兴的实践路径

Village Community Leading:the Organizational Path of Capital Going to the Countryside to Promote the Revitalization of Rural Industries

实现资本与农村资源的有效整合是利用资本下乡推动农村产业振兴的重要前提。调研发现,农村资源及其支配主体具有多样性和复杂性。受限于市场交换互动模式的有限适用性,资本主体无法与农村资源主体形成良好互动,因而难以自行整合农村资源。村社组织具有“四位一体”的角色属性,可以灵活对接资本主体与农村资源主体。由村社组织主导农村产业发展时,可以将“资本整合农村资源”的过程转化为“村社组织整合资本与农村资源”的过程。村社组织一方面可以依靠利益互嵌实现与资本主体的有效互动,另一方面可以依靠“四位一体”的角色属性实现与农村资源主体的灵活对接,进而充分整合资本和农村资源,推动农村产业振兴。因此,在乡村振兴战略实施过程中,需要充分发挥村社组织的主导作用。

To realize the effective integration of capital and rural resources is an important prerequisite to promote the revitalization of rural industries by using capital to the countryside.Field research shows that rural resources and their dominating subjects are diverse and complex.Restrained by the limited applicability of the market exchange interaction mode,it is difficult for the capital subject to form a good connection with the rural resource subject,and thus can not integrate rural resources by itself.The village community organization has the “four in one” role attribute,which can flexibly connect the capital subject and the rural resource subject.The process of “capital integration of rural resources” can be transformed into the process of “integration of capital and rural resources” by village community leading rural industrial development.The village community organization can realize effective interaction with capital subject on mutual embeddedness of interests,and achieve flexible connection and deep integration with rural resources through its role attribute of “four in one”.Therefore,in the process of Rural Revitalization Strategy implementation,we need to give full play to the leading role of village community organizations.
