摘要 铁路货运安全风险管理是铁路货运常抓不懈的主题,是铁路货运增量行动举措实施的基础保障。在铁路货运安全风险管理面临挑战的情况下,从铁路货运安全风险管理体系现状出发,运用全面质量管理理论,从人员、设备、货物、管理、环境等5大要素分析铁路货运安全风险组成,指出存在风险源状态信息采集不够精准、安全评价指标体系较不健全、安全防护技术装备比较落后、管理规章制度优化不够及时等问题,提出铁路货运安全风险管理优化措施建议,即加强状态信息自主采集、构建场景风险评估模型、创新智能技术集成应用、优化货运管理规章制度,为铁路货运安全管理创新提供决策依据。 Risk management of railway freight safety is the unremitting theme of railway freight transportation and the basic guarantee for the implementation of elevating freight volume strategy.On condition that risk management of railway freight safety is facing severe challenges,the current status of risk management of railway freight safety was analyzed.Adopting comprehensive quality management theory,the composition of railway freight safety risk was analyzed including five elements,personnel,equipment,goods,management and environment,and the problems including inaccurate information collection of risk sources,poor evaluation index system of safety,outdated safety protection equipment,and untimely optimization of management regulation system were analyzed.Proposals to optimize risk management of railway freight safety were put forward,including autonomous collection of state information,construction of scenario risk assessment models,innovative intelligent technology integration applications,optimization of freight management rules and regulations,providing decision-making basis for railway freight safety management innovation.
