Strategy for Shanghai Inter-modal Transportation Development under Belt and Road Initiative

“一带一路”倡议作为国家级顶层合作倡议,为上海经贸发展带来新机遇,也对物流体系建设提出新要求。从物流基础设施、境外运输、信息化建设和对外贸易的角度分析“一带一路”倡议下上海多式联运的发展现状,总结上海在多式联运枢纽建设、运输方式协同、信息互联互通和政策方面存在问题,提出建设点线结合的多式联运物流枢纽、构建互利多赢的多式联运推进机制、搭建标准统一的多式联运信息平台和营造市场导向的多式联运政策环境发展对策,为上海多式联运的发展提供借鉴,也为上海更好地参与到“一带一路”倡议提供参考。

As a national top-level cooperative strategy,the Belt and Road Initiative brings new opportunities to the economic and trade development of Shanghai,putting forward new requirements to the construction of logistics system.The current status of Shanghai inter-modal transportation development under Belt and Road Initiative was analyzed from the aspects of logistic infrastructure,overseas transportation,information construction and foreign trade.The problems existing in intermodal logistic hub,coordination between different transportation modes,information connectivity and policy were summarized,putting forward strategies for Shanghai inter-modal transportation development including constructing intermodal logistic hub with point-line combination,building a win-win enforcing mechanism,establishing interconnected information platform and creating market-oriented policy environment,to provide reference for Shanghai inter-modal transportation development and facilitate Shanghai to better participate in Belt and Road Initiative.
