社会治安防控体系立体化建设的实践与思考

社会治安防控体系是在党委和政府的领导下,以公安机关为主体,以维护社会治安秩序为目标,科学整合警力和社会资源,综合运用各种措施和手段,对违法犯罪行为进行有组织防控的系统工程。新时代创新完善立体化社会治安防控体系,是新的历史条件下对社会治理的重大战略部署,是当前和今后一个时期公安工作改革发展的着力点。随着动态社会环境的变化,我国社会转型的步伐不断加快,各地根据平安中国建设的总体要求,对社会治安防控体系立体化建设进行了一系列行之有效的实践探索。但治安防控体系的建设是一项长期的任务,需要我们对治安问题进行全面准确的分析研判,建立健全防控组织,提升科技防控水平,制订全面的防控规范,逐步开展协同治理,同时结合社会的发展和治安问题的变化不断予以完善。

Social security and prevention system is a well-organized program against offences mainly taken by public security agencies under the leadership of CPC committee and the government,whose target is to maintain the public order dependent on police forces as well as social resources by using all measures and means.It is a major strategic arrangement and main task for police reform in the coming years to innovate and improve the dimensional prevention system in the new era.With the change of social environment,the social transformation in China is accelerating.Local governments have explored a lot to construct the effective and dimensional prevention system according to the general requirements of Peace China.The construction of the system is a permanent work,which requires comprehensive and precise analysis of security issues,establishment of substantial bodies,promotion of IT support,complete precaution standards,coordinate management and improvement adapting to social development and security issues.
