小城镇生态环境治理中的多元主体合作策略研究——基于南平市炉下镇的调查分析

Research on the Cooperation Strategies of Multi-subjects in the Ecological Environment Governance of Small Towns——Investigation and Analysis Based on Luxia Town of Nanping

小城镇生态环境治理是国家生态环境治理的重要组成部分,随着畜禽养殖业的发展,畜禽养殖污染成为小城镇继工业、生活污水垃圾污染之后的第三大污染源。基于小城镇生态环境治理涉及的范围之广泛,以南平市炉下镇畜禽养殖污染治理为研究对象,分析多元主体合作的现实困境,进而从培育绿色发展理念、明确各主体责任、建立长效合作机制、完善资源要素保障等方面,寻求多元主体合作的实现策略,从而提高小城镇生态环境治理的水平。

The ecological and environmental governance of smll town is an important part of national ecological environment governance.With the development of livestock and poultry breeding,the breeding pollution has become the third largest pollution source in small towns after industrial and domestic sewage and garbage pollution.Based on the wide range of ecological environment governance in small towns,the paper takes the livestock and poultry breeding pollution control in Luxia Town of Nanping as the research object,analyzing the practical difficulties of multi-subjects cooperation.Then it puts forward the strategies to realize multisubjects cooperation,so as to improve the small towns’level of ecological environment governance,from the aspects of cultivating green development conception,clarifying the responsibilities of each subject,establishing long-term cooperation mechanism and improving the protection of resource elements.
