摘要
党的十九大明确提出全面实施绩效管理,《中共中央国务院关于全面实施预算绩效管理的意见》也对预算绩效管理工作提出了明确要求。近年来,体育事业单位在落实党中央决策部署、加强预算绩效管理方面积极探索,取得了初步成效,但是依然存在部分人员绩效意识薄弱、绩效信息系统建设滞后、绩效评价结果应用不足、专业人才队伍建设有待加强等问题。论文从实施预算绩效管理的必要性出发,针对以上问题进行梳理分析后提出了对策建议。
The 19th CPC National Congress clearly put forward the comprehensive implementation of performance management,and the"Opinions of the CPC Central Committee and the State Council on the Comprehensive Implementation of Budget Performance Management"also put forward clear requirements for the work of budget performance management.In recent years,sports institutions have made active explorations in implementing the decisions and arrangements of the CPC Central Committee and strengthening budget performance management,and achieved initial results.However,there are still some problems,such as weak performance awareness of some staff,lagging behind in the construction of performance information system,insufficient application of performance evaluation results,and the construction of professional talent team need to be strengthened.Based on the necessity of implementing budget performance management,the paper puts forward countermeasures and suggestions after combing and analyzing the above problems.
