人力资源是能够促进经济和社会发展并且具有劳动能力的人的总合,是社会生产的先决条件,更是事业发展最宝贵的资源。公共部门人力资源管理是以国家行政组织为主要对象,依据相关法律法规,对所属人力资源进行规划、录用、使用、任用等管理活动和过程的总和。
Human resources are the sum total of people who can promote economic and social development and have the ability to work.They are the prerequisite for social production and the most precious resource for career development.Human resources management in public sectors is the sum total of management activities and processes such as planning,employment,use and appointment of human resources of the state administrative organizations as the main object and according to relevant laws and regulations.
