外商直接投资对海洋绿色经济效率的人力资本门槛效应研究

The Research on Human Capital Threshold Effect of FDI on Marine Green Economy Efficiency

在"海洋强国""人才强国"战略贯彻落实以及外商直接投资进入新发展阶段的大背景下,研究外商直接投资(FDI)、人力资本与海洋绿色经济效率之间的关系成为当前新常态下"转方式、调结构"的重要课题。本文基于考虑非期望产出的超效率SBM模型和Malmquist指数模型测算沿海11省份2006-2015年(1)的静态、动态海洋绿色经济效率,并以人力资本水平为门槛变量,使用面板门槛模型探究FDI对海洋绿色经济效率影响的"人力资本门槛"效应。研究结果表明,FDI对海洋绿色经济效率的影响存在双重"人力资本门槛",只有人力资本水平越过最低门槛值时,FDI才能显著促进海洋绿色经济效率的提升,且越过第二个门槛值后,这种促进作用有所增强。

When China is implementing two strategies of building a maritime power and of building a powerful nation through talents,and when foreign direct investment(FDI)enters a new stage of development,a study of the relationship between foreign direct investment,human capital and marine green economy efficiency has become the important topic of"transferring economic development model and adjusting industrial structure"in the current new normal.Based on the super efficiency SBM model and the Malmquist index model,which takes into account the undesired output,this article calculates the static and dynamic efficiency of marine green economy from 2006 to 2015 in 11 coastal provinces and cities,and explores the"human capital threshold"effect of FDI on the efficiency of the marine green economy by using the panel threshold model with human capital level as the threshold variable.The results show that FDI has a double human capital threshold effect on the efficiency of marine green economy.Only when the level of human capital surpasses the minimum threshold value can FDI significantly promote the efficiency of marine green economy,and after surpassing the second threshold value,this promotion effect is enhanced.
