区域环境风险管理研究——以清远市为例

Research on Regional Environmental Risk Management——Take Qingyuan City as an Example

区域环境风险指的是区域范围内各种环境风险因素在相互作用下带来的风险总和,其通常表现出危害性高、影响范围广等特点。本文选取清远市作为研究对象,应用环境风险评价方法,构建对应的风险评价指标体系,将区域范围内8个县级行政单位的环境风险划分为三种风险区域等级形式,即低风险区、中风险区、高风险区,然后结合各区域经济发展情况、产业规划建设情况、可能存在的环境风险源等展开分析,之后基于分析结果提出对应的风险管理措施,以期为区域风险管理提供参考。

Regional environmental risk refers to the sum of risks brought about by the interaction of various environmental risk factors within a region,which usually shows the characteristics of high harm and wide range of influence.This paper selects Qingyuan City as the research object,applies environmental risk assessment methods,builds a corresponding risk assessment index system,and divides the environmental risks of 8 county-level administrative units within the region into three risk regional grade forms,namely low-risk area,medium-risk area and high-risk area,then analyzes the regional economic development,industrial planning and construction,and possible environmental risk sources,and then proposes corresponding risk management measures based on the analysis results,in order to provide a reference for regional risk management.
