The CPPCC,as a distinctive Chinese political institution,is a major channel of socialist consultative democracy,and its committees are specialist consultative bodies.It is an important part of the national governance system as well.The institution of the CPPCC committees as specialist consultative bodies has unique organizational,institutional,and human resource advantages,and shapes rational democracy in the national governance system.In a new era,the strengthening of the institutional construction of the CPPCC committees as specialist consultative bodies will be incorporated into the top-level design of national governance system.From the perspectives of both idea innovation and institutional innovation,the CPPCC is promoted to be better embedded in national governance structures,a wide-ranging multi-tiered and normalized pattern of consultation and deliberation on government affairs will be built,the institution of the CPPCC committees as specialist consultative bodies will be further improved,and the institutional advantages of specialist consultative bodies will be better translated into the effectiveness of national governance.
