基于IPA分析法的造林合作社精准扶贫满意度研究——以山西扶贫攻坚造林合作社为例

Research on Satisfaction of Poverty Alleviation in Afforestation Cooperatives Based on IPA Analysis —— A Case of Poverty Alleviation and Afforestation Cooperatives in Shanxi

笔者以山西省12个县26家合作社为例,运用IPA分析法测算和比较贫困户感知扶贫攻坚造林合作社所提供服务的重要性与满意度。研究发现,贫困户对扶贫攻坚造林合作社服务的实际感知满意度普遍低于重要性期望,且两者之间存在显著差异。优势区广泛优质的技术服务、工程质量责任制、保证苗木成活、保证造林质量、基本工资+绩效奖励模式这5项服务需要继续保持;改进区的优先采购社员及村内育苗户的苗木、工期目标管理责任制、技术经验丰富的项目经理3项服务需要优先改善和升级;机会区的中国邮政储蓄银行贷款优惠、政府贴息贷款政策、市场营销和信息服务、严格执行相关财务制度、小组长监管施工评比奖励、后期管护赚取劳务收入6项服务是次优先改善项目,可以在合作社运营发展壮大后进行改进升级;维持区的合作社声誉和形象、内部管理优势可以继续保持,并在有条件的扶贫攻坚造林合作社加以推广。

The importance and satisfaction of services provided by poor households to perceived poverty alleviation and afforestation cooperatives were measured and compared using IPA analysis method taking 26 cooperatives in 12 counties of Shanxi Province as examples.Results showed that the actual perceived satisfaction of poor households to poverty alleviation and afforestation cooperative services was generally lower than the importance expectation,and there were significant differences between the two.In the advantageous zone,5 services such as a wide range of high-quality technical services,engineering quality responsibility system,guaranteeing seedling survival,guaranteeing afforestation quality,basic salary+performance reward model needed to be maintained.In the improvement zone,3 services such as priority procurement the seedling of members and village nursery households,management responsibility system and technically experienced project manager,needed to be priority improved and upgraded.In the Opportunity Zone,6 services such as China Postal Savings Bank branch loan discount,Forestry Department discount loan policy,marketing and information services,strict implementation of relevant financial systems,evaluation and rewards of the team leader supervises construction and later management to earn labor income were the second-priority improvement projects which could be improved and upgraded after the cooperative operations grow and develop.The reputation and image of the cooperatives in the maintenance zone and its advantages of internal management could be maintained,and could be promote in conditional poverty alleviation and afforestation cooperatives.
