党的十八大以来,围绕坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化这一国家治理的主题主线,以习近平同志为核心的党中央以巨大的政治勇气和政治智慧进行了不懈探索和深入思考,提出了一系列关于国家治理的重要论述,形成了系统完整的习近平新时代国家治理观。习近平同志新时代国家治理观在思想来源、主要内容、基本特征和时代意义上充分展现了"中国特色"的四重意蕴:一是习近平新时代国家治理观根植于中华大地、立足于中国实践、吸取于中共历届领导人执政智慧的独特生成来源;二是习近平新时代国家治理观回答了中国特色社会主义进入新时代,中国国家治理因何而特、特在何处、如何有特的独特理论关切;三是习近平新时代国家治理观体现了"以人民为中心"的鲜明人民立场、以激发制度效能为抓手的科学治国原则、以遵循"三大规律"的执政自觉意识的独特底蕴特征;四是习近平新时代国家治理观在实现中华民族伟大复兴,确保国家长治久安和巩固党的长期执政地位,并为其他发展中国家提供实现国家现代化的全新选择方面,显示了独特实践优势。

Since the 18 th National Congress of the Communist Party of China,surrounding the theme and mainline of state governance of upholding and improving the socialist system with Chinese characteristics and promoting the modernization of China’s governance system and capability,the Central Committee of the Party with Xi Jinping at the core has carried out unremitting exploration and in-depth thinking with great political courage and political wisdom and put forward a series of important statements on national governance,thus a systematic and comprehensive view of national governance in the new era having taken shape.Xi’s view on state governance in the new era fully displays the four connotations of"Chinese characteristics"in terms of ideological sources,main contents,basic features and the era significance.First,it is rooted in the Chinese land,based on China’s practice and drawn from the unique sources of the ruling wisdom of the previous leaders of Chinese Communist Party.Second,it answers the unique theoretical concerns of why,where and how China’s national governance is special as socialism with Chinese characteristics enters a new era.Third,it embodies the unique characteristics of the clear people’s stand of"the people-centeredness",the scientific principle of governing the country by stimulating the institutional efficiency,and the consciousness of ruling by following the"three laws".Fourth,it has shown unique practical advantages in realizing the great rejuvenation of the Chinese nation,ensuring lasting peace and stability,consolidating Chinese Communist Party’s long-term ruling status,and providing other developing countries with new options for national modernization.
