深入学习《生物安全法》履行法律赋予的职责

In-depth study of the“Biosafety Law”to perform the duties assigned by the law

《中华人民共和国生物安全法》于2020年10月17日在十三届全国人大常委会第二十二次会议表决通过,并于2021年4月15日起施行。该法聚焦生物安全领域主要风险;完善生物安全风险防控体制机制;健全了各类具体风险防范和应对制度;针对重大新发突发传染病、动植物疫情,生物技术研究、开发与应用,病原微生物实验室生物安全,人类遗传资源和生物资源安全,生物恐怖袭击和生物武器威胁等生物安全风险,都作出了具体规定;该法是生物安全领域的基础性、综合性、系统性、统领性的法律,在保障人民生命安全身体健康、维护国家安全、提升国家生物安全治理能力和完善生物安全法律体系等方面具有重要的意义。希望海关各级领导和全体员工认真学习、深刻领会其内涵,并认真贯彻落实法律赋予的神圣职责。

The Biosecurity Law of the People’s Republic of China,as adopted at the twenty-second session of the Standing Committee of the Thirteenth National People’s Congress of the People’s Republic of China on October 17,2020,is hereby issued,and shall come into force on April 15,2021.This law,focusing on the major risks in the realm of biosecurity,is enacted for the purposes of improving the system of biohazard prevention and response.It stipulates certain regulations on,e.g.,prevention and control of major new or sudden outbreaks of infectious diseases and epidemics in animals and plants;security of biotechnology research,development and application;biosecurity of pathogenic microbe laboratories;security of human genetic resources and biological resources;and prevention of bioterrorism and biological weapon threats.As a fundamental,comprehensive,systematic and predominant law in the area of biosecurity,it is significant on numerous aspects,especially maintaining national security,safeguarding the lives and health of the people,and strengthening the administration,and perfecting the regulation system of national biosecurity.Noteworthily,this law illustrates the detailed commands and instructions for customs administrative enforcement,which require all leaders and comrades in customs learning and carrying out while working.
