Expound the Biosafety Act and Customs Enforce the Law

生物安全是国家安全的重要组成部分。《生物安全法》是维护国家生物安全的根本法律保障,也是海关维护国门生物安全的重要法律依据。海关系统应根据《生物安全法》的要求,牵头完善国家准入、指定口岸等相关制度,防控口岸重大新发突发传染病、动植物疫情,加强病原微生物实验室和船舶压舱水管理,推动口岸防控能力建设和建立国际合作网络,参与相关制度建设和相关领域防控活动,保障国门生物安全执法行为。

Biosafety is one of the key components of national security.The Biosafety Act provided fundamental law guarantee for national biosafety,as well as an important legal basis for the customs to execute administrative acts.As required by the Biosafety Act,the customs should take the lead in improving relevant systems for state access and designated ports,preventing and controlling major communicable diseases,animal and plant epidemic,especially emerging infectious diseases at frontier ports,strengthening the management of pathogeny microbiology laboratory and ship’s ballast water,promoting port prevention and control capacity building,establishing an international cooperation network,playing an active role in the system construction,thus safeguarding national biosafety.
