日本生物安全法律法规及管理现状简析

A Brief Analysis of Japan’s Biosafety Laws Regulations and Management

当前全球生物安全形势日益严峻,其造成的冲击包括危害民众的生命健康和社会生活、严重破坏地区和全球经济、影响国家政权的稳定等。日本对生物安全关注由来已久,并逐步发展形成了自己的法律法规体系。本文对日本生物安全法律法规进行了梳理与分析,重点介绍了日本在传染病防控、动植物疫病疫情防控、转基因生物安全和生物武器防御方面的法律法规及管理现状,为我国生物安全法律法规体系建设提供参考。

Global biosafety and biosecurity is becoming increasingly severe,and its impacts include endangering public health,public lives,and social welfare,severely destroying the regional and global economy,and affecting the national stability.Japan has been focus on biosafety and biosecurity in a broad sense,and has developed into a legal system.This paper analyzes the characteristics and management situation of Japan’s legal system for biosafety and biosecurity,focuses on Japan’s laws and regulations for infectious disease prevention and control,animal epidemic and plant disease prevention and control,genetically modified organisms safety,and biological weapon defense.It can provide reference for the construction of our country’s biosafety and biosecurity legal system.
