中国产业结构调整与人力资源开发趋势分析

当前我国第一产业占国内生产总值比例为7.5%,集聚了26.1%的就业人员;第二产业占国内生产总值比例为40.8%,集聚了27.6%的就业人员,未来第一、第二产业国内生产总值占比将下降。第三产业占国内生产总值比例约为51.7%,集聚了46.3%的就业人员,第三产业是中国未来大力发展的产业,其国内生产总值占比将大幅上升,并将吸引来自第一、第二产业的大量劳动力,就业比例也将大幅提升。这表明,中国在未来产业结构调整过程中,应优先开发人力资源,推动经济可持续发展;大力培育高层次创新人才,引领产业转型升级;全面提升劳动力素质,以适应产业结构调整需要;不断消除市场障碍,促进劳动力顺畅流动。

At present,the proportion of GDP of the primary industry in China is 7.5%,gathering 26.1%of the employed;the proportion of GDP of the secondary industry is 40.8%,gathering 27.6%of the employed.In the future,the proportion of GDP of the primary and secondary industries will decrease.The proportion of GDP of the tertiary industry is about 51.7%,gathering 46.3%of the employed.The tertiary industry is an industry that China will vigorously develop in the future,and its proportion of GDP will increase significantly,it will attract a large number of labors from the primary and secondary industries,and the employment proportion will also increase significantly.This shows that in the process of future industrial structure adjustment,China should give priority to the development of human resources to promote sustainable economic development;vigorously cultivate high-level innovative talents to lead industrial transformation and upgrading;comprehensively improve the quality of labor force to meet the needs of industrial structure adjustment;constantly remove market barriers to promote the smooth flow of labor force.
