长三角纺织服装业区域价值链重构中安徽省如何突破价值链低端锁定研究

Research on How Anhui Province can Break Through the Low-end Lock-in of the Value Chain in the Reconstruction of the Regional Value Chain of the Textile and Apparel Industry in the Yangtze River Delta

随着长三角一体化上升为国家战略,为了引领国内价值链构建并参与国际价值链竞争,长三角纺织服装业区域价值链(RVC)构建正在加速。近年来,安徽省以较为低端的生产要素禀赋优势积极嵌入长三角纺织服装产业区域价值链,承接来自长三角发达地区的纺织服装业转移。本文基于Hausmann(2005)出口技术复杂度测量方法,对安徽省2009-2018年纺织服装业出口技术复杂度进行测算。结果显示,安徽省纺织服装产业被锁定在区域价值链的低端,形成"低端锁定"。最后本文对安徽省纺织服装产业如何突破价值链低端锁定问题提出相应地政策建议。

As the integration of the Yangtze River Delta has become a national strategy,the construction of the regional value chain(RVC)of the textile and apparel industry in the Yangtze River Delta is accelerating to lead the construction of domestic value chains and participate in international value chain competition.In recent years,Anhui Province has actively joined the regional value chain of the textile and garment industry in the Yangtze River Delta with its advantages in relatively low-end production factors,and has undertaken the transfer of textile and garment industries from the developed regions of the Yangtze River Delta.Based on Hausmann(2005)export technology complexity measurement method,this paper estimates the export technology complexity of Anhui textile and garment industry from 2009 to 2018.The results show that Anhui textile and garment industry is locked at the low end of the regional value chain,forming a"low-end lock-in".This paper also puts forward corresponding policy suggestions on how to break through the low-end lock-in problem of Anhui textile and garment industry.
