军工企业两级智库建设研究

为充分凝聚科技专家智慧,军工企业总部及下属各研究单位均设有科学技术委员会等智库组织,军工企业两级智库建设应运而生。近年来,我国军工事业迎来了前所未有的机遇和挑战,亟需科技专家智库提供决策参谋,服务快速发展。在此背景下,对军工企业两级科技智库建设进行研究,加快形成智库整体合力具有十分重要的实践意义。本文通过分析两级智库建设现状,系统剖析存在的问题,深入探寻两级智库建设的科学方式和有效途径,为更好地发挥两级科技智库整体作用、推动科学技术发展,更好地服务军工事业发展提供借鉴和参考。

In order to fully condense the wisdom of scientific and technological experts,the headquarters of military industry enterprises and its research units have established think tank organizations such as science and technology committees,and the construction of two-level think tanks for military industry enterprises has emerged.In recent years,China's military industry has ushered in unprecedented opportunities and challenges,and it is urgently needed for scientific and technological expert think tanks to provide decision-making staff and rapid development of services.In this context,it is of great practical significance to conduct research on the construction of two-level scientific and technological think tanks in military industrial enterprises and to accelerate the formation of the overall synergy of think tanks.This paper analyzes the current situation of two-level think tank construction,systematically analyzes the existing problems,and deeply explores the scientific methods and effective ways of two-level think tank construction,in order to provide reference to better play the overall role of two-level think tanks,promote the development of science and technology,and better serve the military industry.
