科技创新推动“双循环”新格局发展的理论及战略对策

The Theory and Strategic Countermeasures of Technical Innovation Promoting the Development of New“Double Circulation”System

以国内大循环为主体、国内国际“双循环”相互促进的新发展格局,是我国应对国内外百年未有之大变局的战略选择,也是新时代我国开启全面建设社会主义现代化、实现“两个一百年”目标的重大理论支撑。深刻理解“双循环”的内在逻辑关系,构建强大并富有韧劲的“双循环”新格局,是我国“十四五”及长期社会经济发展的重大命题。笔者侧重如何通过技术创新推进“双循环”新格局建设,基于经济增长与技术进步、比较优势动态转变的发展经济学理论,透过近年来国际贸易单边主义和技术封锁本质及新冠肺炎全球大流行等引发的外部环境变化,系统分析科技创新对中国改革开放40多年经济崛起的推动作用,总结我国科技创新的发展经验,探讨新时代我国技术创新推动社会经济持续高质量发展的机遇及挑战,并在此基础上提出以技术创新推进“双循环”新格局发展的政策建议。

The new development pattern is dominated by the internal circulation and emphasizes the mutual promotion of internal and external“dual circulation”.It is a countermeasure in response to the unprecedented domestic and international changes,and a major theoretical support for China to drive socialist modernization in an all-round way in the new era and realize the Two Centenary Goals.A deep understanding of the internal logic of double circulation and the construction of a strong and resilient pattern are major propositions for China's 14th Five-Year Plan and long-term social and economic development.This paper regards technical innovation as a key element in promoting the new dual circulation system and starts from the development economics theory,technological progress and the dynamic transformation of comparative advantage.Based on the changes in the external environment caused by the unilateralism of international trade,the nature of technological blockade and the spreading of COVID-19,it systematically analyzes the role of scientific and technological innovation in promoting China's economic rise over the past 40 years of reforms and opening-up and summarizes its inner development experience.Moreover,it explores the opportunities and challenges of scientific and technological innovations in promoting the sustainable and high-quality development of the social economy in the new era,and on this basis,the paper puts forward recommendations to enhance the development of new“double circulation”through technological progress.
