CPC Centennial Institutional Party Governance:Exploration Route,New Development and Experiences—Centered on CPC Intraparty Rules and Regulations

制度治党概念在十八大后才正式提出,但其理念和实践作为中国共产党的优良传统和独特制度优势,始终贯穿于党的制度建设的百年历程。制度治党经历了新民主主义革命、社会主义改造和建设、改革开放以及中国特色社会主义新时代四个历史阶段。制度治党在不同的历史时期呈现出不同的特点,在党的制度体系中的地位和作用逐渐清晰并逐步走向成熟。十八大以来,以习近平同志为核心的党中央把制度治党摆在更加突出的位置,提出了许多新理念、新战略,采取了很多原创性、独创性的重大改革举措,通过以党章为核心的党内法规体系的完善,构筑适应新时代制度治党的制度体系,使制度治党实现了历史性的变革和突破。总结百年制度治党的经验,可以为新时代管党治党、推进国家治理体系和治理能力现代化提供有益启示,使制度治党的制度优势更加有效地转化为治理效能。

The concept of institutional party governance was formally put forward after the 18th National Congress of the Communist Party of China(CPC).However,as a CPC tradition and unique institutional advantage,the concept and the relevant practice have run through the hundred-year course of the CPC institu-tional construction.Institutional party governance has gone through four historical stages,i.e.,the New Demo-cratic Revolution,the Socialist Transformation and Construction,the Reform and Opening-up,and the New Era of Socialism with Chinese characteristics.Each stage demonstrates different characteristics.The position and role of institutional governance gradually become clear and mature.Since the 18th National Congress,the CPC Central Committee,with Xi Jinping as the core,has placed institutional governance in a more prominent position,put forward new ideas and strategies,and adopted original reform measures.Through the improvement of the intraparty system of rules and regulations,with the Party Constitution as the core,it has built an institutional system to adapt to the new era,and made historic changes and breakthroughs in terms of institutional governance.The centennial experiences provide reference for party governance in the new era,promote the modernization of national governance system and governance capacity,and turn more effectively the institutional advantages into governance efficiency.
