我国东部资源型城市转型对新疆矿业类城市可持续发展的启示 被引量:3

The Sustainable Development Inspiration from the Resource-based Cities’Transformation in Eastern China to Mining Cities in Xinjiang

摘要 资源型城市是区域经济的支柱,其发展通常伴随着所依托资源的枯竭而衰退,并产生环境破坏、产业失衡、失业加剧等问题。在西部大开发和丝绸之路经济带建设等重大决策的影响下,新疆经济迎来前所未有的发展机遇期,以矿山开采为支柱产业的城市蓬勃发展。在深度调研的基础上,以辽宁阜新、河北唐山、河南焦作为例,深度剖析矿业城市转型过程中经验及教训,结合新疆矿业城市的特点与现状,建议:准确定位、整体规划、突出产业优势;以核心产业为依托,全面发展,延伸产业链;发挥区位优势,引领区域经济发展,挖掘城市服务业潜力;立足绿色矿山建设,采用新技术,发展新产业;扶持除国有大型企业之外的新经济形式,从而促进新疆矿业城市的可持续发展。 Resource-based city is the mainstay of regional economy,its life cycle is usually accompanied by the exhausted of resources,bringing environmental damage,industrial imbalance,unemployment and other problems.Under the influence of the western development and the construction of the Silk Road Economic Belt,Xinjiang’s economy has entered an unprecedented period of development opportunities.Based on abundant investigation,cities with mining as the mainstay industry are flourishing,taking Fuxin in Liaoning,Tangshan in Hebei and Jiaozuo in Henan as examples,an in-depth analysis of the experience and lessons in the transformation process of mining cities were carried our.Combining with the characteristics and current situation of mining cities in Xinjiang,the following suggestions were proposed.Firstly,accurately positioning,overall planning,and highlighting industrial advantages.Secondly,relying on core industries,promoting all-round development,and extending industrial chain.Thirdly,giving full play to regional advantages,leading regional economic development,and tapping the potential of urban service industry.Fourthly,based on green mine construction,adopting new technologies,and developing new industries.Fifthly,supporting new economic forms other than large state-owned enterprises development,so as to promote the sustainable development of mining cities in Xinjiang.
