基于海绵城市理念的城市规划浅析

Analysis on Urban Planning Based on Sponge City Concept

生态海绵城市可以简单概括为渗、滞、蓄、净、用、排6个功能,不仅能够净化污水,削弱径流高峰,而且还能够将降雨时蓄积起来的雨水重新利用起来。在城镇化快速推进的背景下,通过进行科学化的城市规划,设定规划控制指标,可以为建设优质海绵城市提供参考。本文对海绵城市的专项规划体系和规划控制指标进行了概述,分别从城市总体规划、控制性详细规划、城市改造规划等方面,对海绵城市的规划管理内容进行了分析。最后以吕梁孝义市为例,对该市在海绵城市规划与建设方面取得的成功经验进行了总结,为打造优质海绵城市提供了借鉴。

Ecological sponge city can be simply summarized into six functions:infiltration,stagnation,storage,purification,use and discharge.It can not only purify sewage,and weaken runoff peak,but also reuse rainwater accumulated during rainfall.Under the background of rapid urbanization,scientific urban planning and planning control indexes are set to provide a reference for the construction of high-quality sponge cities.This paper summarizes the special planning system and planning control index of sponge city,and analyzes the planning and management content of sponge city from the aspects of overall urban planning,detailed regulatory planning and urban reconstruction planning.Finally,taking Xiaoyi city of Lvliang as an example,the successful experience in sponge city planning and construction is summarized,which provides a reference for building high-quality sponge city.
