新型城镇化背景下农村土地流转问题研究——以广西贵港市中里乡为例

Research on Rural Land Circulation under the Background of New Urbanization-Taking Zhongli Township of Guigang City inGuangxi as an Example

土地是推进新型城镇化建设的主要载体,在新型城镇化建设过程中,农村土地流转是重要因素。当前我国农村地区土地流转取得了一些成效,但还普遍存在土地转让机制不健全、转让程序不规范、农民转让意愿不强等问题,严重影响了土地流转的顺利进行。文章通过分析广西贵港市中里乡农村土地流转过程中存在的主要问题,提出新型城镇化背景下中里乡解决农村土地流转问题的建议,为民族地区土地流转提供一个范本。

Land is the main carrier to promote the new-type urbanization construction.In the process of new-type urbanization,the rural land transfer is an important factor.At present,China's rural land transfer has achieved some effect,but there are still widespread problems such as imperfect land transfer mechanism,non-standard transfer procedures,and poor willingness of farmers to transfer,which seriously affect the smooth progress of land transfer.This paper analyzed the main problems existing in the process of rural land transfer in Zhongli township of Guigang City in Guangxi,puts forward some suggestions to solve the problem of rural land transfer in Zhongli Township under the background of new urbanization so as to provide a model for land transfer in ethnic areas.
