信息技术已被广泛应用到公共治理领域并成为时代特征,但技术不当应用和管理失控会带来巨大的社会伦理问题和风险,而信息技术伦理作为伴随技术发展产生的新兴学科尚未在公共治理领域深入研究,导致信息化项目建设中存在无视伦理生态而单纯追求技术至上等问题,需要通过强化相关各方伦理意识培养,建构信息技术伦理评审机制,形成公共治理中效率、便利、安全和伦理共识多维均衡的制度规则和良好信息伦理生态,这对构筑以人为本的数字中国、智慧社会建设以及提升国家治理体系和治理能力现代化具有积极意义。

Information technology has been widely applied to the field of public governance and become the characteristics of the times,but improper application of technology and uncontrolled management will bring huge social ethical problems and social risks.Information technology ethic,as the emerging disciplines along with the development of technology,has not been widely used in the field of public governance,which leads to the problems of ignoring the simplicity of ethical ecology and the supremacy of technology in the construction of information projects.Therefore,it is necessary to strengthen the ethical awareness cultivation of relevant parties,to construct the mechanism of information technology ethical review,and to form a multi-dimensional and balanced system rule of efficiency,convenience,security and ethical consensus in public governance and a good information ethics ecology.This is of great significance to build a people-oriented digital China and a smart society,and to promote the modernization of the national governance system and capacity.
