基于利益相关者分析的基础测绘规划编制优化策略

Optimization Strategy of Basic Surveying and Mapping Based on Stakeholder Analysis

“十四五”时期,基础测绘面临几十年未有之大变革,面对诸多机遇与挑战,如何科学谋划基础测绘“十四五”成为当前热门议题。通过回顾“十二五”“十三五”基础测绘规划编制过程,结合机构改革后基础测绘面临推动自身全面融入自然资源整体布局以及国家层面强调坚持问计于民的新形势,引入利益相关者分析模型,通过辨识基础测绘规划的利益相关者及其发挥作用与存在关系、利益诉求,结合浙江实践提出公平策略,以全新的思路和方法谋划“十四五”,为科学编制基础测绘“十四五”规划提供思考路径。

In"12th Five-Year Plan",Fundamental Surveying and Mapping has challenges of promotion and reform from the aspects of Natural Resource management.Based on the"12th Five-Year Plan"and"13th Five-Year Plan",this paper considers the situation of Institutional reform and seeking advice from people,and introduces the stakeholder model,and by identifying the stakeholders,and analyzing their function and the relationship between stakeholders,interest demands,and the practice of zhejiang,provide a scientific and fair establishment to 14th Five-Year Plan of Basic Surveying and Mapping.
