公立医院政府采购模式优化研究与评价

Research and Evaluation on the Optimization of Government Procurement Mode in Public Hospitals

目的为公立医院提升政府采购管理能力提供参考。方法选取江苏省内三家公立医院在转变采购模式前后12个月内的所有政府采购项目,用"3E"绩效评审标准对采购结果的经济性、效率性和效果性进行评价。结果三家公立医院的政府采购项目在分阶段采购模式下的采购资金节约率、采购履行率、采购人员效率、采购满意度均比一贯制采购模式有所提高,同时采购过程更加透明,有利于采购过程的监督;但是采购规模效率下降。结论分阶段采购模式有提高采购效率及结果的优势,但也容易使医院的采购业务缺乏整体规划性。建议进一步配套合理的采购责任人制度及细化可行的绩效考核方案,以提高医院采购管理能力。

Objective:In order to provide references for public hospitals to improve the management ability of government procurement.Method:All government procurement projects of three public hospitals in Jiangsu Province within 12 months before and after the transformation of procurement mode were selected,and the"3 E"performance evaluation standard was used to evaluate the economy,efficiency and effectiveness of the procurement results.Result:The government procurement projects of the three public hospitals under the phased procurement mode have better procurement fund saving rate,better procurement performance rate,and better procurement staff efficiency and procurement satisfaction than the consistent procurement mode.Meanwhile,the procurement process is more transparent,which is conducive to the supervision of the procurement process.But the procurement scale is less efficient.Conclusion:Staged procurement mode has the advantage of improving procurement efficiency and results,but it also tends to make hospital procurement business lack of the overall planning.Therefore,it is suggested that a reasonable system of purchasing person should be set up and a feasible performance appraisal scheme be detailed to improve the purchasing management ability of the hospital.
