摘要
本文介绍了国外较为典型的国家卫生应急管理体系,分析我国卫生应急管理体系的发展成就与挑战,提出了健全国家卫生应急管理体系的对策和建议:提高突发公共卫生事件应急保障能力;加快改革完善疾病预防控制体系;健全突发公共卫生事件预警响应机制;提升突发公共卫生事件医疗救治能力;强化突发公共卫生事件应急管理法治保障。
In this paper,we firstly introduced the typical national emergency management systems abroad,and then summarized the achievements and challenges of the health emergency management system in our country,finally put forward our strategies and suggestions to improve the emergency management system of public health emergencies:improve public health emergency preparedness;accelerate the reform and improvement of the disease control and prevention system;improve the early warning system in response to public health emergencies;increase the capacity for healthcare about major epidemics disease;strengthen the legal guarantee for the emergency management of health emergencies.
