摘要
顺应全球人力资源演化新趋势,全球城市作为全球人力资源流动与集聚的重要载体,需要积极推进结构性调整,增强全球城市人力资源集聚能力和辐射能力,不断提升其在全球人力资源网络体系的节点地位。一方面,全球城市需要构建人力资源生态系统提升人力资源吸引力﹔另一方面,全球城市需要集聚功能性机构总部增强人力资源辐射力。在此基础上,全球城市要以更加开放的心态、更加科学的政策、更加优质的环境和更加现代化的途径来推进人力资源高水平开发和高质量使用。
Global cities,in line with the new trend of global human resources evolution,needto strategize and maximize their position in the flux of global human resources.This essaysargues that cities should promote their internal structural adjustment,optimize their resourcescapacity,and enlarge their radius of impact in order to keep their foothold in the ongoingtransforming global network.Cities need to improve their human resource ecosystems if theyare to secure global enterprises’headquarters and major operation centers.It is only withopen-minded policy-making and improvement of environment that cities stand out in high-level development and use of human resources.
