循环经济下国内造纸企业排污博弈研究分析

Research and Analysis on the Pollution Game of Domestic Paper Enterprises under the Circular Economy

中国为推行循环经济发展,实施节能减排和生态文明建设已成为必要举措。造纸企业生产过程常出现因排污不当引起的环境污染问题,对中国的循环经济建设工作产生不良的影响。以循环经济与绿色供应链研究为基础,建立了造纸企业与当地环保部门的排污博弈模型体系,提出了奖惩兼并的补偿机制,并为造纸引入了"排污权交易"等管理机制。为中国造纸企业能源效率应用水平的提升以及循环经济的发展寻求了可持续发展道路。

In order to promote the development of circular economy,it is necessary to implement energy-saving and emission-reduction and ecological civilization construction.Environmental pollution caused by improper discharge of pollutants often appears in the production process of paper making enterprises,which has a bad influence on the construction of circular economy in China.Based on the study of circular economy and green supply chain,a pollution game model system between papermaking enterprises and local environmental protection departments was established,and a compensation mechanism for the merger of rewards and punishments was put forward,and for the introduction of paper"emissions trading"and other management mechanisms.The sustainable development path was found for the promotion of energy efficiency application level and the development of circular economy in China’s paper industry.
