党的十九大提出:深化马克思主义理论研究和建设,加快构建中国特色哲学社会科学,加强中国特色新型智库建设。本文分析了新时代繁荣发展沈阳哲学社会科学的重要意义,然后从高质量做好哲学社会科学事业发展规划、发展目标、基本要求、发展格局等方面提出了对策和建议。

It is proposed at the 19th CPC National Congress to deepen the study and development of Marxist theory, accelerate the development of philosophy and social sciences with Chinese characteristics,and strengthen the development of new types of think tanks with Chinese characteristics. This paper analyzes the significance of developing Shenyang philosophy and social science in the new era. Suggestions and countermeasures are put forward from the aspects of high-quality philosophy and social science undertaking development planning, development goals, basic requirements and development pattern.
