Public library at the basic level is an important part of the construction of public cultural service system in China.In order to cope with the historical issues faced by the future development of public library at the basic level,guidance and awareness should be enhanced,classics should be promoted,service mode should be innovated,its own characteristics should be formed and knowledge services should be provided to the public.
