城市低碳发展模式研究——以济宁市为例

Study on the development mode of a low carbon city——Taking Jining as an example

在借鉴国内外城市低碳模式经典案例的基础上,利用数据分析了当前济宁市低碳发展模式。低碳产业拉动模式、政府主导驱动模式和碳循环利用模式是济宁市目前主要采用的城市低碳发展模式,但仍存在产业结构不合理,低碳技术发展缓慢;政策法规不完善,市场机制缺乏活力;资源利用不合理,碳循环发展弱等一系列问题。针对以上困境,济宁市应走新能源开发和传统产业低碳化发展并重的模式,发展循环经济;在政府主导驱动的基础上,激发市场活力,坚持行政手段与市场机制并重;引导公众参与,加强宣传与道德约束并行,探寻低碳发展新模式,找寻新突破。

Based on the classical cases of low-carbon city modes at home and abroad,this paper analyzes the current lowcarbon development pattern of Jining through the data.Low-carbon industry pull mode,government-led driven mode and carbon recycling mode are the main low-carbon development modes in Jining at present.However,there are still a series of problems,such as unreasonable industrial structure,slow development of the low-carbon technology,imperfect policies and regulations,lack of the market vitality,unreasonable utilization of resources,weak development of carbon cycling and so on.Facing with the difficulties above,Jining is suggested to accomplish the developing of the new energy and the traditional industry low-carbon mode as well as the circular economy.On the basis of the government-led driven,it is necessary to stimulate the market vitality and consider the administrative means and the market behaviour together.In addition,it is also very important to attract the public participation,and enhance the publicity and the moral restraint.Finally,a new low-carbon development mode and a new breakthrough will be achived.
