How to improve the quality and establish the quality system of continuing education for academic qualifications has always been the focus of attention and discussion in universities.With the objective to establish the quality system of continuing education for academic qualifications by using the principle and working procedure of total quality management theory,this paper introduces the effect of total quality management theory on the establishment of quality system of continuing education,including providing methodology and guiding ideology.Finally,the general steps of establishing the quality system of continuing education for academic qualifications are put forward,including the planning,implementation,performance evaluation and the improvement of the quality system of continuing education for academic qualifications,and the main tools used in each step.
