摘要
贫困地区农村电商扶贫需要政府主导、政策扶持。政府通过出台相关扶持政策、完善基础设施、实施电商示范项目、建设农产品冷链、开展"三品一标"认证、发展特色产业、动员消费扶贫等措施给予农村电商支持,但政府主导的电商扶贫仍在存在资金缺口巨大、过度依赖扶持政策、产业层次低、农产品商品化和品牌化难、人才严重缺乏等问题。针对上述问题,建议政府逐步引入市场机制,继续完善电商支撑体系,创新金融产品,培育本地品牌,培育电商人才库。
Poverty alleviation of rural e-commerce in poor areas needs government guidance and policy support.The government provides support to rural e-commerce through relevant measures,such as issuing relevant supportive policies,improving infrastructure,implementing e-commerce demonstration projects,building cold chain of agricultural products,carrying out the certification of“three products and one standard”,developing characteristic industries,and mobilizing consumption to alleviate poverty.However,the government-led e-commerce poverty alleviation still has problems such as huge funding gap,over-reliance on supporting policies,low industrial level,difficulty in commercializing and branding of agricultural products,and serious shortage of talents.In view of the above issues,it is suggested that the government gradually introduce market mechanism,continue to improve the e-commerce support system,innovate financial products,cultivate local brands and e-commerce talent pool.
