农地经营权抵押贷款对农民增收的影响机制--对湖北省50个县(市、区)的实证研究

The Impact Mechanism of Farmland Management Rights Mortgage Loan on Farmers’Income Increase--Based on an Empirical Study of 50 Counties in Hubei Province

乡村振兴的关键,在于处理好生产要素、农村人口和资金的关系。以农地经营权抵押贷款试点政策为着眼点,文章选取湖北省2013-2018年50个县(市、区)的面板数据,采用双重差分法评价试点政策对农民增收的刺激效应,并利用中介模型对政策效应的机制路径进行研究。研究发现,试点政策显著促进了农民收入水平上升,且对城镇居民增收和县域经济发展具有一定影响,影响效用大小依次为“促进农民收入水平上升”“城镇居民收入水平上升”“县域整体经济发展”。同时,试点政策对周边邻近县居民收入水平和经济增长存在空间溢出效应。进一步分析作用机制得出,试点政策主要通过促进地区金融贷款额增长、优化产业结构的路径促进农民收入水平提升。

The key to rural revitalization is to properly handle the relationship between production factors,rural population and capital.Focusing on the pilot policy of farmland management rights mortgage loans,this article adopts the double difference method to evaluate the stimulus effect of the pilot policy on the increase of regional farmers’income and the intermediary effect model to discuss the mechanism path of policy effect while selecting panel data from 50 counties(cities,districts)in Hubei Province from 2013 to 2018.The study found that,in terms of the effect of impact,the pilot policy has significantly promoted the increase of farmers’income level,and has had a certain impact on the increase of urban residents’income and counties’economic development.At the same time,the pilot policy has a spatial spillover effect on the income level and economic growth of residents in neighboring counties.By further analysis of the mechanism of action,it can be concluded that the pilot policy mainly promotes the increase of farmers’income levels by promoting the growth of regional financial loans and optimizing the industrial structure.
