欠发达地区农村治理能力提升助推乡村振兴研究——基于三省四地的典型案例

Rural Revitalization Dependent on the Improvement of Rural Governance Capacity in Underdeveloped Areas:Typical Cases in Shandong,Henan and Guangdong

乡村振兴是国家的发展战略,也是长远提升农村治理能力的指导方略。当前全国乡村振兴的成功典型多为经济发达地区,在乡村富裕起来之后推动农村治理,或者能人带动农村脱贫致富。而对于绝大多数农村地区,经济欠发达,产业无基础,缺少集体积累或能人反哺,如何推动乡村振兴则困难重重。文章总结山东、河南、广东等三省四地欠发达地区乡村通过提升农村治理能力,促进乡村振兴的成功经验,包括创新农业合作社,采取垃圾分类、孝老敬老饺子宴、乡村夜话、新时代文明实践银行等治理新举措,推进农村有效治理和乡村全面振兴融合发展,有助于全方位提升农村治理能力,形成能推广、易复制、可持续的农村治理模式,助推乡村振兴战略早日全面实现。

Rural revitalization is not only a national development strategy,but also a long-term guiding strategy to enhance the rural governance capacity.At present,the successful exemplary models of rural revitalization in China are mostly in developed areas,where the rich rural areas would promote rural governance,or capable people would help the rural areas get rid of poverty and become rich.For the vast majority of the underdeveloped rural areas,there is no industrial foundation and fewer collective resources or talented people,and the promotion of rural revitalization faces much difficulty.The article has summarized the successful cases of rural revitalization in undeveloped rural places of Shandong,Henan,and Guangdong,including the new rural cooperatives,practical garbage classification,traditional dinners for filial piety,friendship talks in the evening,and the establishment of New-Era Civilization-oriented Bank as the rural governance initiatives,which promotes the successful integration of rural governance and rural revitalization in a comprehensive and practical way.
