农民再组织化与乡村振兴——以贵州省Z县“新时代乡村青年农民学校”建设的村治实践为例

The Reorganization of Farmers and the Revitalization of the Countryside:The Case of the Village Governance in the Construction of the“Rural School for Young Farmers in the New Era”in Z County of Guizhou Province

乡村振兴战略在基层推进工作中急需创新治理方式,提高治理效能。新时代乡村青年农民学校是Z县在精准扶贫工作中面对乡村“空心化”,农民“原子化”等突出问题探索创立的一种推进农民再组织化的村治实践模式。该模式坚持政治和经济双重逻辑推进农民再组织化,不仅推进了乡村产业发展,还促进了乡村治理有效。在有效衔接乡村振兴方面,该模式还要进一步调动农民主体性,广泛开展“自组织”建设,并根据乡村产业发展进程调整政治逻辑和市场逻辑在农民再组织化中的比重,找到合理的平衡点。

It is urgent to innovate governance methods and improve governance efficiency in the implementation of the rural revitalization strategy at the grassroots level.In the face of such prominent problems as“rural labor-market hollowing-out”and“atomization”of farmers in the new era,Z County of Guizhou province has established the“Rural School for Young Farmers in the New Era”as a practical model for promoting the reorganization of farmers in the process of poverty alleviation.This model adheres to the dual logics of politics and economy,and promotes the reorganization of farmers both for the development of rural industry and the effective rural governance.In the aspect of effective connection with rural revitalization,this model should further mobilize the subjectivity of farmers,extensively carry out the construction of“self-organization”,and optimize the political logic in proportion to market logic in the reorganization of farmers according to the development process of rural industry so as to find a reasonable balance point.
