摘要
本文结合签派工作的特性与CBTA(基于能力的训练与评估)手册中所对应的能力框架构建了涵盖4个一级指标和18个二级指标的签派员岗位胜任力评价模型。基于评价指标特点的不同,采用熵权法与改进AHP法相结合的主客观赋权方法确立权重分布。以该岗位胜任力模型为依据,航空公司可以进行以能力评价为核心的签派员选拔与管理培训工作,有效提升签派员队伍的整体能力素质,保障签派放行工作的安全性、经济性与高效性。
This paper combines the characteristics of dispatch work and the corresponding competency framework in the CBTA(Competency-Based Training and Assessment)manual to construct a competency evaluation model for dispatchers that covers 4 first-level indicators and 18 second-level indicators.Based on the different characteristics of evaluation indicators,a subjective and objective weighting method combining entropy weight method and improved AHP method was used to establish the weight distribution.According to the competency model of this post,airlines can conduct dispatcher selection and management training with competency evaluation as the core,effectively improve the overall ability and quality of dispatcher teams,and ensure the safety,economy and efficiency of dispatcher release work.
