摘要
为提升枢纽服务水平,2019年杭州市开展了杭州东站枢纽交通综合治理工作。通过深入分析枢纽内部及周边地区内各类交通运行特征,精准研判枢纽及其周边地区交通存在问题,基于"均衡流量、优化组织、清晰导引"三大治理策略,提出了一整套大型客运枢纽交通综合治理方案。方案实施有效改善了东站枢纽的周边交通拥堵及内部运行秩序,切实践行了"最多跑一次"改革的"以人为本、服务优先"理念。
In order to improve the service level of the hub,in 2019 Hangzhou east railway station carried out comprehensive traffic management.Through in-depth analysis of all kinds of traffic operation characteristics within and around the hub,the problems existing in the hub and its surrounding areas are accurately studied.Based on the three governance strategies of“flow balance,organization optimization and guidance effectiveness”,a set of comprehensive traffic governance scheme was put forward for large-scale passenger transport hub.After the implementation of the scheme,the traffic congestion around and the internal hub have been effectively improved,which implemented the idea of“people-oriented and service priority”reform in Zhejiang province was totally.
