江苏非政府组织(NGO)承接政府购买公共体育服务监管困境与优化之选

Supervision Dilemma and Optimization of Jiangsu NGO Undertaking Government Purchase of Public Sports Services

采用文献资料法、实地调研、专家访谈等方法,对当前江苏非政府组织(NGO)承接政府购买公共体育服务监管困境及其优化措施进行研究。研究指出:当前江苏非政府组织(NGO)承接政府购买公共体育服务监管面临法规制度不健全、监管依据不足,监管机制不完善、监管运行不畅,监管人员不专业、监管无法持续,监管方式不先进、监管效果不佳等困境。通过研究西方发达国家的购买实践得出其经验在于:健全完备的法律法规体系,规范透明的政府购买流程,严格的监督约束与绩效评价。依据现存困境与国外经验,提出江苏NGO承接政府购买公共体育服务监管优化策略:加快监管法规制度体系建设、确保监管机制体系畅通与完善、重视对监管人才队伍的培育、逐步建立动态化监管方式。研究旨在为不断健全和完善江苏省政府购买公共体育服务监管模式与机制、提升购买规范化和标准化提供参考。

By using the methods of literature review,field research and expert interview,this paper studies the current regulatory dilemma of Jiangsu NGO undertaking government purchase of public sports services and its future optimization measures.The research points out that:at present,Jiangsu NGO’s supervision of government purchase of public sports services is faced with many difficulties,such as imperfect laws and regulations,insufficient regulatory basis,imperfect regulatory mechanism,unsmooth supervision operation,unprofessional supervisors,unsustainable supervision,and poor supervision effect.Through the study of purchasing practice in western developed countries,we can draw the following experiences:sound and complete legal system;standardized and transparent government purchase process;strict supervision and restriction and performance evaluation.According to the existing difficulties and foreign experience,this paper puts forward the optimization strategies for Jiangsu NGO to undertake the supervision of government purchase of public sports services:accelerating the construction of regulatory laws and regulations system,ensuring the smooth and perfect supervision mechanism system,attaching importance to the construction of supervision talent team,and gradually establishing a dynamic supervision mode.The purpose of this study is to provide reference for improving the regulatory model and mechanism of government purchase of public sports services,and promoting the standardization and standardization of purchase.
